Legal First Governor of East Java

He attended a special school servants Opleidings School Voor Inlandsche Ambteraar (OSVIA). Soerjo been a staff assistant in the office administration Controleur Ngawi. Previously, he leads in Magetan Regents from 1938 until 1943. He is the son of Raden Mas Hadiwinoto Arja. After serving Magetan regent, he leads Su Cho Kan Bojonegoro in 1943.

His story is also unique as the governor of East Java. Only Armed with the telegram, he led the 1945 revolution in East Java. There was never any record of where and by anyone Soerjo inaugurated, including a letter of his inauguration.

His life was killed by member of  PKI in Peleng jungle, Kedunggalar, Ngawi. we can get know from this fact , PKI is dangerous.
